It's the former, he has a half dozen speech writers... and they are VERY precise.

I can accept that.

It's not "slightly dishonest", it's deliberately deceptive.

I see the deception but I think "slightly dishonest" covers it. However I don't think the semantic issue here is one worth arguing over. Certainly he was spinning and manipulating the words, or his speech writers where (and he either accepted it or was oblivious, the latter of which might be worse than the former)
