That's a great story Creede, let me add a little speculation, since I was probably one of the first hundred thousand or so people in the country randomly tested on a weekly/monthly basis.

When Reagan and company looked at the armed services, they saw a drug and alcohol dependent culture and decided to attack it head on. And what they decided to do was test. The first ones tested were those involved with nuclear weapons. Then everyone in the submarine service, then the surface fleet. In the early eighties if you were caught they would send you to a re-hab center. Shortly thereafter, they just sent you packing.

The impact was swift and noticeable. The services regained their professionalism, got rid of the dopers and rapidly moved into a zero tolerance climate.

Drug testing was the catalyst. And the impact is still being felt today.

Undoubtedly, Dexter was involved in setting standards on quality control in the industry. Notice how he highlights their ISO management compliance standards? I'll bet he's darn proud of that achievement. It takes some real tenacity and leadership to achieve compliance while still such a relatively small company.
