What remains to be done is to assign some value to what would be lost so that we could rationally determine what price we're prepared to pay to save them. (This is in addition to calculating the probability of occurrence.) As it stands, the "thinking" is that it's a given that "of course" we must pay any price. I'd prefer something a bit more rational.
