It very well could be. But a results based system doesn't care. It finds what works to get the desired results, and does that.

Would you keep investing your money in a company where the CEO claimed their quality and profits were declining because the raw materials were crummier and that's why their products were increasingly defective?

Damn, that's cold. Humans are not cogs in a wheel. You can't squirt a little oil and expect things to be alright. Many of the kids in urban public schools have social and emotional problems.......autism is on the rise. Typically, there are 30 kids to a classroom........at least 1/5 of these kids need individual treatment. However, that's just not possible.

I worked with a kid who was recently diagnosed as mildly autistic. As long as I worked one on one with him, he was great........very bright, very capable. As soon as I stopped working with him, he would stop. Who knows what he was doing.......is that his way of encouraging interaction? Does he lose interest when no one is working with him? Who knows.....but a teacher doesn't have time to find out when she has 29 other kids. They want to move him into another program but its full at the present time.

Something has changed very significantly over the last 15-20 years in public schools.....a number of people in the cohort noticed when they did their practicums.

As I said, my mother was a Jr. High teacher, and was forced to socially promote students. I used to ask her what the logic of that was, and she said that the logic was to pass the problems up to the high schools. But it's all the same system.

I can't tell you if that is true or not. Why are kids forced to attend summer school? Won't they be held back if they refuse to go? My sense is that kids are forced to repeat when they fail.
