He was telling it like it is!

The number of American casualties has been less
not because conditions are getting better
but because the Americans now seem to begin to realize that by "staying indoors" out of harm's way, they won't get hit.

Also, the flak against Bush, Cheney & Rumsfeld that has been generated by American atrocities and inept American action in Iraq has, no doubt, caused the Administration to tell its troops to sort of lie low, so to speak, probably for the time being. It could also be that that is a ploy to give unsuspecting Americans the appearance that things are improving in Iraq. You seem to be fooled so very easily.

It's a no-brainer that if Americans stay right out of Iraq, none of them will get hit.
