Dr. Neuro (or anyone else who may know) - How can a drug such as Cerestat make it all the way to Phase 3 trials and show no efficacy (no difference from a placebo? I thought a drug had to show some significant effect in Phase 2 to make it to Phase 3 (or can a company proceed on to Phase 3 without any effect in Phase 2?).
