My understanding, which may be completely wrong, is that:
PhaseI- tests for safety, or toxicity, of drug in normal
healthy human subjects.
PhaseII- tests for toxicity within the patient population
for which it is intended. No need for drug to show
any signs of efficacy.
PhaseIII- tests for efficacy of drug within the patient population.

Again, I may be completely off on this.
