There is more to it than that. They also own a chunk of the company, although it likely isn't generating profits at this point.

It seems that "Silverado" Neil hits up people and countries that need to do business with the US to invest in his company. For example, Dubai developed a burning desire to invest in Ignite! when they started to bid for the company managing the ports...
