The only times the FISA court "modified" request for warrant during its whole existance was during the GWB years..... Prior to that they approved more than 10,000.

Now tell me how the FISA law affects, in a negative way, the Presidents ability to gain intelligence on potential foreign
enemies...... ie what is it in FISA that troubles you or the President?
