Perhaps the first paragraph of the Times piece puts it more clearly.

That's very clear to me. What is not clear to me is why that imposes an added cost, an unfunded mandate. Where is the cost? I appreciate that it's sad that students miss out on geography classes and I appreciate that it may be a mistake, reading wise, to make kids read English texts rather than geography texts. What I don't find is an added cost. It looks to me like the same amount of money being spent on different things--math classes vs geography classes. The number of class hours in a day is fixed. Unless you mandate additional class hours, I don't see an added cost of teaching subject B rather than subject A in any of those class hours.

I don't see you addressing our point of disagreement. I initiated the disagreement. You blamed the problem on Bush's unfunded mandates and I challenged your blame given that you have not demonstrated how cost is a factor. It's a simple disagreement really. It can be cleared up by you either explaining where the added cost comes from or acknowledging that cost is not a factor in this particular matter and your introduction of it was off point.
