Is your problem that you think "costs" only means fiscal "costs?"

It does when you're talking about "unfunded." Those un-funds are dollars, nothing more and nothing less. You claimed that a particular unfunded mandate was causing secondary subjects to be cut to pay for it. I questioned your cause and effect connection.
