If it's all that clear, then you should be able to explain how it works in a few simple sentences. You haven't even tried. As the discussion ensued, E gave you an easy response. You could have just agreed with her claiming that's what you had in mind. But you didn't even do that. You just keep repeating the assertion and how clear it is. Well, it wasn't intuitively obvious to me.

Let me make it easy for you. I'll give you a fill in the blank question. "Kids who are slow in English and math are bringing down school ratings. To raise the school ratings, these kids are being rescheduled from other subjects to multiple daily English and math classes. This new schedule for the slow kids is more expensive than was their original class schedule because ______________. This added expense is so onerous that schools have had to drop other programs from their curricula, thus depriving not only the slow kids but the regular kids of classes in other subjects.
