Here is the agreement.

At the G-8 meeting in June 2005, Indian Prime Minister Manmohan Singh pointed out that the per-capita emission rates of the developing countries are a tiny fraction of those in the developed world. Following the principle of common but differentiated responsibility, India maintains that the major responsibility of curbing emission rests with the developed countries, which have accumulated emissions over a long period of time.

OTOH.

China is opening five brand new coal fired power stations PER WEEK, while the USA has a monatorium in some states on any new coal fired power stations.

The problem with coal is the effluent and toxic materials emitted. Mercury levels in fish (both inland and oceanic) are primarily caused by coal burning power stations. The level for the smaller types of fish is about 1 ppm by weight. In my view that mercury level is TOO HIGH. It's an established medical fact that under 100 ppm of mercury in food damages your brain for sure. The safety factor just isn't there. Therefore old polluting power stations need closing down and new ones built that protect the environment.
