Maybe we could do the basics - and have a guest worker program. With a reasonable method in place - heavy fines could work a bit more humanely.... :-)

For the record, I agree with this solution. I would also add in heavy penalties (not execution <g>) on businesses who employ illegals with more money for enforcement.

With regards to the border, I think upgrading security makes sense, but I see it as only a small help. It would require way too much money and manpower to really make this the primary solution (and I dont want our armed forces sitting on the border shooting people trying to cross to get a job).

We need to get to the point where the people who come across the border cant find jobs because documented workers all have them. IMO, that is the only realistic way to make a dent in the flow of people.
