I don't know to fix it but business can't fund it and pay the taxes to fund public sector health costs at the same time. The teachers in California don't pay social security taxes and of course California doesn't match 0. They retire early, work for a period of 6 months, If I remember correctly, and then draw social security when they reach the legal age they choose to start drawing SS. I use them as an example because I knew a few and that is what they told me. I also know people who never put a penney into it but draw the supplemental SS. It is the government workers who are milking the system at every turn and crying foul to the corporations. Congress is in the bag and is at the top of the pyramid. Every damn problem we have is caused by congress and we need to clean house on both sides of the isle. As usual I need to write a magazine article in order to say anything and then I probably fail. I don't like either party but I think we do have a decent administration. Power,sex,and money are the drivers. Clinton was totally trans parent. "I did it because I could."
