There was no money. That was the analysis. We have a pot of money, it isn't very big, and most of it comes with restrictions- ie, it is earmarked for specific things, and you can't spend the money you've been given for infrastructure on saving your AP class (although considering the state of our infrastructure, we couldn't move that money anyway.)

I'm not sure how "drastic" most people find the cuts in the higher level classes. The only people who really care are the kids who were going to take them and the parents of those kids. Of course those kids are the best and the brightest, so we really ought to all care, but as a society we don't. It's fairly easy to throw out those classes (even in the face of some really loud screaming on the part of the victims), but it is not (imo) a good idea.
