That is an investigative unit issue. If the problem is reported to the correct department investigation is done. My father is law used to work for the Agriculture department, and investigated things from USDA grading fraud to food stamp fraud. There were a lot of things between those. Is SS fraud and or Medicare fraud investigated by the FBI or the Secret Service? Is it a local jurisdictional issue? The problem with Congress investigating it is that you just get a bunch of high profile stuffed shirts explaining why it is not their problem. A meaningful solution usually emanates from the executive branch.
