I don't know what state you live in but I bet I could find plenty of laws in your state which are rarely, if ever, enforced.

In Virginia, adultery is a misdemeanor -- if that were actually prosecuted, statistically that would mean an awful lot of people would be in trouble with the law.

In Fairfax, it's against the law to remodel your home without a building permit from the county. That's another law that would get a lot of people in trouble if it were actually enforced.

Throwing trash on the highway, how about that one? Ever see anybody get a ticket for that?

Sure, Congress could pass a law that made it a felony to hire someone to mow your lawn or clean your bathroom if their papers weren't in order. I'd be interested to see what happened if that were actually enforced. How many people in this country already break the laws we have on the books?

For that matter, how many people in this country actually deduct Social Security tax and other withholding tax from what they pay their maids and yardmen, regardless of citizenship? From what I've seen, most pay cash.

I've never had a maid or a yardman. For that matter, never threw trash from my car or committed adultery. But I am no dummy, I see what goes on around me.
