Maybe a large dirigible with composite tanks built from carbon fiber and insulated with seaweed aerogel similar to what was used in the Stardust mission. Delivery can be routed away from populated areas and in the event of possible hijacking can be detonated remotely. They could be robot driven to eliminate any risk of loss of life in the event of a system failure.

These are new times and require new methods. We not only have to think out of the box but we need to break the box.

The hydrogen produced should be used for transport as hydrogen is a viable replacement for gasoline. Buckyballs show promise for storing the hydrogen on vehicles.

It is going to take a myriad of solutions. One will not fill the void left by easy oil.

The undersea cables you mention would be amazingly expensive. How many high tension lines have you seen buried? I have no idea as to how that works.

Great thing is there are better minds than mine at work on these problems. And they are finally being discussed openly in the mainstream. That is the paradigm shift we have needed.
