Bill, High tension wires are routed underground in most
big cities....how many high tension wires do you see
strung in a metropolitan environment? Actually, the distance
to Norway is only around 600 miles and 500 to Scottland.
It shouldn't be too difficult to encase thick high tension
wires (to carry heavy current loads) in flexible waterproof
casings. There are already underwater cable systems being
installed, see the links below.

The cables could be layed on the ocean floor with
periodic platforms (like oil platforms) placed at intervals
with transformers to maintain the voltage. Once the
infrastructure is in place, power could be supplied for
hundreds of years...a cheap investment considering the
long term benefits and inexpensive maintenance requirements.

Transporting liquid fuel of any sort by ship is inherently
inefficient. There will never be derigibles for that
purpose, too costly and unsafe to be economically feasible.
