Can you debunk the existence of the boogie man? No you can't. It's a well known fact that the boogie man lives under the bed. Problem is to debunk it you need to check under every bed!

The Atta meeting has never been confirmed. It does not rise to the level of justification for war. The supposed eyewitness could not confirm that it was him.

Yes the story remains viable. It has the same viability of the story that there is a boogie man. The viability goes no higher than that. Tenet said there is every reason to believe that there was no meeting. That pretty much takes the viability of the story to the lowest order, certainly not justification for preemptive war.
