It is certainly the case that one of the prime motivators of the insurgency is the fact that we are occupying the country. However, that is not the only motivation. The situation there is much more complicated than that. There are of course the long-standing animosities between the Sunni and Shia, the Kurds, etc.

So if we were to withdraw, that would remove one prime motivator of the insurgency, but that wouldn't mean that the situation would suddenly stabilize. I'm sure things would get worse.
