Iraq was contained. Nothing is ever perfectly contained, but Iraq was a gnat compared to the threat the Axis powers represented. Europe fell before the Axis- Iraq couldn't even beat Iran. The annexation of little Kuwait, while very naughty, doesn't even come close to what happened in WWII, and Iraq was kicked out of Kuwait and monitored and contained.
