Rummy said they were blowing off steam. It was a red flag for me when it first happened. Looting the museums reminded me of how Rudy stopped crime in NYC by clamping down on quality of life type crime like squeegy men and subway beggars. Looting museums should have been stopped.
Marshall law is well and good but in order to do that, wouldnt we have needed many, many more troops?
