Saddam was using billions siphoned off from OFF to bribe politicians & UN officials, particularly those with veto power on the UN Security Council so that he could have sanctions removed & protection from the the US at the UN. Saddam also used those billions siphoned from OFF to buy illegal weapons, often from the same countries he bribed (at huge profits for them). And yes, some of that money went into WMD Program improvements. Saddam may not have had "stockpiles" of WMD's, but he sure did have WMD programs & the intent to resume massive production of WMD's the minute his bribes ended the so-called containment that kept him "boxed in". The Iraq Survey Group did an excellent job documenting this. As did Claudia Rosett, ET AL.
