How about an "organized, timely withdrawal"?

Depends on when and under what conditions.

Or a "carefully planned, incremental revision of security responsibility to Iraqi troops and police"?

That's the plan now, although you might think it isn't so "carefully planned".

Say, 6-12 months.

Probably not a time table that I would support.
