I think that has to be the main ingredient of the solution, or nothing will change. We can fence the entire border but it won't change anything. If we start putting employers in jail and/or out of business - things will change, and fast.

After a period of time, maybe two years to allow employers to straighten out:--

A campaign of demonization of employers that hire and exploit illgals needs to be done. These people are weasling out of paying Americans what the job the illegals do is really worth. They are cheating Americans, and are a small minority of employers. Perhaps rewards should be offered by the government to turn in employers of illegals.
