The states that ban funding for, or participation in, stem cell research should be charged access fees for the technology as it pans out...in order to reimburse the states that funded the research.

Alternatively, should be denied access to the beneficial results, in hopes that their un-intelligently designed cell lines, cease to exist...this is somewhat TIC, however, not entirely.
