Isn't Shouldice a private Hospital? Anybody can go there, they get great service, and you don't pay a thing, the government does. So as long as you are not presented with a bill, who cares? The problem is that governments are crappy operators of almost anything. If the Hospital is as well run as the Assessment office, it is no wonder service is so awful.

Public Officials need to learn how to offer service, the public are not bothersome, they are in fact employers.
