$64 question. I tried to answer this a few times and failed. But the way you phrase the question i think makes the international community culpable for:
A. not keeping sanctions in place and
B. not supporting us with a coalition as in Gulf war.

I am also seeing more failure in Bush 41 failure to go all the way. I think that international occupation with coalition forces and UN might have avoided a good deal of the insurgency. Shiaa would have been giving us flowers as would kurds. Sunnis would have crushed like germans in WW2 and not offered resistance at first and we would have had enough troops there to have a better income. So the anti war folks now praise bush 41 as a realist. What he did was lay the framework for this adventure that succeeded in part. I will grant you that much.
