You don't have to read Bush Jr.'s mind to know his statement about Niger Yellowcake was a lie. He had already been warned that it was false, and removed it from earlier speeches. Plus the lie was made in his one constitutionaly mandated communication with congress which makes it an unconstitutional act as well as a lie.
