It's in place - Intel isn't suffering shortages of any CPUs.

If you're referring to chipsets, Intel's issues were either intentional marketing moves to maintain ASPS through scarcity or accepted hits that resulted from overallocating FABs (and Intel generally allocates capacity in increments of a whole FAB at a time) to flash. Intel forced AMD to spin off its flash business, which was clearly a goal Intel felt was worth making some sacrifices for.

Another thing to keep in mind is that the useful life of CPU equipment is 1 to 3 years so there is less invested in "current" capacity than the numbers you listed.
