Yes, and there's the issue of capital investement, too. AMD is gaining access to plant that it can "rent" without buying. It lets them expand capacity at about twice the rate they could afford to do on their own. AMD gets favorable pricing from Chartered in exchange for AMD's process automation technology. In effect, AMD is able to allocate the fixed costs of process development across more FABs and the products produced at those FABs.

Chartered FAB 7 is a very capable facility. The triple-core 3.2ghz CPUs used in Xbox come from Chartered FAB 7. Xbox used to use Intel CPUs and replaced them with parts from Chartered FAB 7. charteredsemi.com
