The government takes a mountain of it in tax, which they promptly pour down the drain in futile and counterproductive welfare services and dodgy education time-wasting. Employees get to spend a chunk, which is just moving the spending power from the customers to the suppliers - nothing useful there [the government taxing the salaries of the suppliers so there's another huge bite there].

If all of Telecom's services cost nothing to supply, then it would be much better. Customers could keep their money and spend it how they wish. The government would have to hunt the customers' spending down elsewhere if they could.

[too tempting to avoid a rant]
