For a practical demonstration of how this can work out, view the sizeable Turkish population in Germany; most came post-war as Gastarbeiter (lit: Guest workers...).

My mind had simply not taken that leap until I read the Krugman argument. The alternative you sketch is, of course, unacceptable.
