I'm not sure it would be easy to quantify "determined". A poster here suggested the term was equivalent to "freedom fighter". I cannot imagine Bush using a term that meant that, so clearly it is not "freedom fighter" all the time. When we get in to nuances like "determined use" we'd need to do a statistical analysis of all the uses of the term "insurgent". Since this word occurs frequently in the military press releases, I'm not sure I'd go along with your construction of "determined use. If you care to do a careful statistical survey of how the term is used, and by whom, I'd love to see it. If not, then it's just your suspicions versus my suspicions (though I did spend some time this morning tip toeing through some transcripts from the administration...)
