Are you really convinced that non-state delivered terror attacks are anything different than state delivered and that in order to deter such attacks we should be able to deliver a crushing blow? I think you are the one confusing apples and oranges here.

I do not consider 9/11 to have been a "painful, non-state delivered blow," because it was either cultured or ratified by the Afghan Taliban government. But it's very, very likely that a similar attack will occur and that it will not be "state delivered."

If that happens the damage is the same but the potential responses are very different. You cannot strike that which you cannot pinpoint. Any attempt to deter the guilty by wholesale killing the innocent is immoral, illegal and, if you take that path, you'll gain nothing and lose much. For a close example consider our invasion and occupation of Iraq.

Cavalier? Maybe but that's, unfortunately, the way it works. Ed
