That's not about an exit strategy, a grand plan to stabilize the country, a unification process or anything other than what it says - IMO Iraqis should have been doing the basic day to day civil society security work (police, check points, curfew monitors, whatever etc.) starting from 3-6 months after the fall of Saddam.stands.
