sounds like a slogan without substance... frankly if my state were to enact a law whereby i could shift the employer cost of insurance to the state, i'd be all for it... i've paid my share .... and then some let the freeloaders pay ever so incrementally, to offset the high premiums that the payers (like myself) have paid out
