It means that priests, like judges, justice os the peaces etc can perform the 'civil' component also... So why are we allowing priests of any faith to perform any civil component? Separation of Church and State. Just like why do they get to deduct church donations from taxes, and still get to not pay property tax? It should be one or the other. Or neither, I object to paying for the religious institutions of others. Bad enough I don't get publicly funded obedience classes for my dog.
