I have lost money before on penny stocks, and I assure you any stock, no matter how cheap it is, can just as easily go down.

My personal opinion is that lottery stocks in general are a SELL because it is a competitive (i.e., low margin) industry that (I feel) is going to lose market share to internet-based gambling/gaming. As states/governments see income decreasing, they will do more competitive bidding, and squeeze as much revenue as possible from companies like this one.
