Yes indeed.
Cheney and the neocons did not have to fly the planes themselves. THere are plenty of crazies. All they had to do was put their group in place to cherry-pick intelligence until they found a plot that would be attempted. A hijacking would be ideal. They make sure the intelligence isn't passed around (they don't want the nervous types like Ashcroft to make a big deal out of the pending hijacking), and viola! they get the "New Pearl Harbor" that they need to push their agressive agenda.
