Time honored <GGG> Washington tradition called : 'bringing the federal bacon home to the locals'. (I'm sure that shlepping CA tourists in to Vegas on a shiny fast elevated train would boost business prospects in Nevada --- same as they would most anywhere --- but that doesn't mean it's a good deal for federal taxpayers to finance. Likely it isn't. GREAT for Nevada though....)

Same as the 'bridge to nowhere' in Alaska, the road building in West Virginia (curtesy of Sen. Bird), NASA spending in Houston :), etc., etc., etc.
