I believe I've read somewhere--can't remember where--that Cheney knew Wilson's trip was going to happen. He may not have know it was Wilson on the trip. Think. Cheney also was looking for a smoking gun that a WMD something was there somewhere. He just didn't expect to get back the kind of report he did, especially since he'd been making lots of personal visits to CIA headquarters--somebody was cookin' somethin' somewhere!
