Libby says he was ordered to leak Plame's ID. He worked directly for Cheney. So Cheney is responsible for whatever Libby did and it is unlikely Libby would have done anything like that without Cheney telling him to or saying it was OK to.

Rove also outed Plame and he worked directly for Bush.
