In fact, Saddam was only a potential threat who was currently in a box with no air force, navy, LR missiles or mechanized army. Just to make sure, we all agreed UN inspectors should be given free access to the country to search for the WMD most people felt were there. The inspectors did search and found nothing of a threat-worthy nature. In fact, Saddam might have been cleared if Bush had not chased the inspectors out and invaded.

Evidence ias surfaced recently that shows Bush meant to invade Iraq no matter what, and even before 9-11. If Bush felt Iraq was an imminent threat he was somewhat deluded, but more likely he and Cheney were after the oil, for themselves, not for us.
