The Russian statement is hearsay at best. If there were any credible evidence Saddam was plotting terrorist strikes against the US and especially doing anything about it, Bush-Cheney would have made sure we all knew about it years ago. It would vindicate them, in part, so they would use that. The fact that the WH won't touch those allegations with a ten-foot pole proves they are baseless.

Saddam was actually even more afraid of Islamic uprisings in his own country than he was of the US. That has been confirmed with solid evidence from Saddam's former military commanders. Also proven is that Saddam didn't have any WMD, but lied about it to some of his military people to look strong.
