What Anaheim California did was to create a zone in the area they wished to see revitalized and removed virtually all restrictions to land use. Instead of taking property to give to a developer who signed onto their vision, they freed to owners to develop or sell to a developer.

It is understandable that property values rose and that high rises and other revitalization took place without government direction. In short, they proved that the key to revitalization is freedom rather than government nannyism.
