Bush plans nothing, he simply decides because he "knows". Then he finds people to manufacture the evidence needed to justify his decision in the eyes of others.

There's nothing Iran can do to convince the US that they don't have the intention to make nuclear weapons because the idea that they do have that intention lives in his imagination and in the imaginations of his neocon pals. So they will do whatever they wish to do -- however awful, illegal or crazy it is. Bush is a law unto himself. The Congress is a farce. The Constitution is toast.
