"Competent" is the problematic word in your sentence. I do not think competent people end up homeless and hungry. Those people need help. Obviously you need to be careful not to make the help so appealing you tempt more competent people into mimicking incompetency, but that's a smaller problem than most people believe it is, imo. The real question is (to my mind) how do you make incompetent adults competent, without starving people, or making even more people homeless?
